History:
It implements two 1996 treaties of the WIPO (World Intellectual Property Organization). The law was unanimously passed in the United States Senate on October12, 1998 and signed into law on October 28, 1998 by President Bill Clinton. While the DCMA’s purpose for online activity is to offer safe harbor and exemption from direct or indirect liability for ISP’s (Internet Service Providers) it also extends the penalties for copyright infringement.
